There is only one rest area on the WV Turnpike heading south and it's pretty small not to mention a real pain to get back on the highway from it. Virginia has a totally decent one only a few miles from the WV/VA state line. Plenty of parking and an abundance of picnic shelters are available at the Rocky Gap Safety Rest Area/Welcome Center. If you feel that you can make it further/farther (I can never remember which word to use), there is one just across the state line in North Carolina as well. It's very nice and well shaded.

Have you considered the Tamarack exit by Beckley? You see signs for it every 10 miles or so after Charleston WV. I've only stopped there when its dark out, so I don't know the picnicking facilities, but it appears to be a big area.
